Micheal D. Clark, CMI, is President of Ad Valorem Tax, Inc. (AVTI) and has directed the activities of the Western Region office in Los Angeles, California, since 1987. Mr. Clark has extensive experience with asset valuation through organizational merger, reorganization, acquisition and leveraged buy out transactions. As a result, he has developed an expertise and thorough knowledge of Proposition 13 Change of Ownership issues in California. His strong background in managing multi-property portfolios enables him to assist clients in strategizing, managing reappraisals and establishing internal control programs for compliance and assessment review functions to meet the demands of many and varied taxing jurisdictions.

Mr. Clark’s career in the property tax field began in 1978 as a Commercial Appraiser and Data Analyst for the Lane County Assessor’s office. His corporate experience includes tax management positions with Denny’s Restaurants and Motel 6. Mr. Clark also served as a speaker before the IAAO, SAA, CAA, and GAA on topics concerning leverage buyout valuation and allocation issues, hotelier valuation and assessments, and California real estate market trends and appeal boards. He has authored various articles for the Journal of Property Tax Management. He is also the author and co-developer of PPTMS, a PC-based property tax management system, which is licensed to many Fortune 100 corporations, accounting firms and other property tax management firms.

Mr. Clark is a Certified Member (CMI) of the IPT and recipient of IPT’s 1993 Literary Award for property tax issues. He has served on the IPT’s Computerization and Nominating Committees, as well as a speaker for various IPT National Conferences and Symposiums. He obtained his Bachelor of Science degree in Business Administration: Real Estate and Finance from the University of Oregon. He is also a State Certified General Appraiser in the states of Colorado, New Mexico, Utah and Nevada.
