Kenneth J. Ungar, CMI, is a Vice President and directs the activities of the Eastern Region in Cleveland, Ohio. He joined AVTI in 1990, bringing considerable experience in all aspects of real and personal property tax management from both the public and private sector. In addition to managing the Eastern Region office, he services the property tax consulting needs of a diverse client base. In these capacities Mr. Ungar maintains direct involvement with property tax planning, compliance, valuation, and litigation issues affecting the real and personal property taxes on a myriad of commercial, industrial and retail facilities throughout the United States. He testifies before assessment appeal boards, serves on tax committees of associations involved in the legislative process and lectures frequently before taxpayer groups and associations.

Mr. Ungar began his property tax career with the Ohio Department of Taxation in 1971 where he served as an Auditor, Hearing Officer and Supervisor of the Inter-County Audit Section. From 1975 through 1990 he held property tax management positions with NCR Corp., Dresser Industries and TRW. His corporate responsibilities included compliance and tax assessment analysis for both real and personal property, coordination of audits, preparation and testimony for administrative appeals and litigation support.

Mr. Ungar is a Certified Member (CMI) of the IPT and is a licensed Senior Property Tax Consultant in Texas and Tennessee. He has served as a speaker and course instructor at several IPT symposiums, conferences and area luncheon meetings. From 1987 to 1995 he served on the Personal Property Program Committee that designed and implemented the Institute’s first Personal Property Tax School. Additionally, he served as an instructor for the first four course offerings and currently serves as an instructor at the Advanced Personal Property Tax School. Mr. Ungar also serves on the IPT CMI Professional Designation Committee and Personal Property Tax Audit Committee. He earned his Bachelor of Science degree in Business Administration at Kent State University and has continued his education in real estate appraisal and property tax issues at John Carroll University as well as courses offered through the IPT.
